One of the structures designed by the Psychic Corps for the Soviet Union was the psychic sensor. This device is the psychic hotline of Third World War. It was able to predict and detect any enemy troop movements and attacks (including superweapon attacks & enemy spies) which occur within its sensor radius.
During the Psychic Dominator Disaster an upgraded version of the psychic sensor was used by Yuri's army, known as the psychic radar. Once Yuri's plot was exposed in the altered timeline, the Soviets lost the ability to construct these buildings.
